ClearRange Munitions Response Consulting, LLC is built on Don Shaw’s more than 16 years of civilian munitions-response experience supporting complex work for NAVFAC, USACE, and other Department of Defense clients. His background spans Formerly Used Defense Sites (FUDS), active military range complexes, underwater munitions-response programs, remote island environments, and OCONUS installations.
Experience includes nearly 14 years supporting munitions-response work in Vieques, Puerto Rico; active-range work at Pinecastle Range Complex in Florida and El Centro Range Complex in California; OCONUS work at NAS Sigonella, Naval Base Guam, and Okinawa; and establishing and developing a federal contractor’s underwater munitions-response capability from inception into a mature program supporting more than 40 underwater projects.

While serving in progressively responsible program and project management roles, Don established and developed a federal contractor’s underwater munitions-response capability from the ground up. His responsibilities included developing execution approaches, assembling and coordinating specialized personnel, integrating diving and munitions-response requirements, managing complex underwater hazards, and supporting federal clients on demanding underwater projects. The capability grew from an emerging service area into an established program supporting complex Navy and other federal munitions-response requirements.
MISSION-CRITICAL RESPONSE FOLLOWING HURRICANE MARIA
Following Hurricane Maria, widespread infrastructure disruption created an urgent requirement for underwater response operations in UXO-affected waters near a capsized vessel. Don established and coordinated the specialized dive response needed to survey the underwater environment, identify and mark explosive hazards, and establish a safer approach for recovery operations.
The resulting hazard-location information also supported subsequent U.S. Coast Guard fuel-lightering operations, including safer positioning of equipment and barge spuds while avoiding known UXO hazards. The assignment required rapid mobilization, coordination among multiple stakeholders, underwater explosive-hazard management, diving operations, environmental considerations, and decision-making under unusually difficult field conditions.
FEATURED EXPERIENCE — VIEQUES, PUERTO RICO
Nearly 14 Years of Continuous Munitions-Response Program Experience
Don Shaw began supporting munitions-response work in Vieques in May 2009 as a Junior Project Manager and advanced rapidly to Project Manager and then to lead project-management responsibility for the program. His involvement continued across successive NAVFAC Atlantic contract vehicles through early 2023.
Responsibilities included recurring NAVFAC Atlantic client briefings, direct on-island project oversight, terrestrial and underwater munitions-response work, remote-site logistics, subcontractor and specialty-technology integration, stakeholder coordination, project controls, and long-term program continuity.
At its peak, the Vieques program included more than 60 personnel on island. One contract period included approximately 74 task orders and roughly $75 million in work executed directly in Vieques. Experience also included development and expansion of underwater munitions-response program approaches that continued across more than 40 underwater projects.
