ClearRange Munitions Response Consulting, LLC is built on Don Shaw’s more than 16 years of civilian munitions-response experience supporting complex work for NAVFAC, USACE, and other Department of Defense clients. His background spans Formerly Used Defense Sites (FUDS), active military range complexes, underwater munitions-response programs, remote island environments, and OCONUS installations.
Experience includes nearly 14 years supporting munitions-response work in Vieques, Puerto Rico; active range work at Pinecastle Range Complex in Florida and El Centro Range Complex in California; OCONUS work at NAS Sigonella, Naval Base Guam, and Okinawa; and more than 40 underwater munitions-response projects.

Nearly 14 Years of Continuous Munitions-Response Program Experience
Don Shaw began supporting munitions-response work in Vieques in May 2009 as a Junior Project Manager and advanced rapidly to Project Manager and then to lead project-management responsibility for the program. His involvement continued across successive NAVFAC Atlantic contract vehicles through early 2023.
Responsibilities included recurring NAVFAC Atlantic client briefings, direct on-island project oversight, terrestrial and underwater munitions-response work, remote-site logistics, subcontractor and specialty-technology integration, stakeholder coordination, project controls, and long-term program continuity.
At its peak, the Vieques program included more than 60 personnel on island. One contract period included approximately 74 task orders and roughly $75 million in work executed directly in Vieques. Experience also included development and expansion of underwater munitions-response program approaches that continued across more than 40 underwater projects.
